Looking at the "Rust/#_license_for_binary_packages" section of the
Rust packaging guidelines, this is just a reminder for packagers that
they need to take static linking into account for Rust packages. And
since that is entirely Rust-packager-centric information I don't think
it should be moved to other docs where it's less "findable" for Rust
packagers. We can add a link to the appropriate page of the Legal docs
regarding "licensing for mutli-license projects" or "license of
statically linked programs" once those are ready, though.

The "Rust/#_library_binary" contains only an example file and nothing
related to licensing at all. Did you paste the wrong link?
