update on FHS position on opt

Looks like upstream FHS is committed to resolving this. See
https://bugs.linuxfoundation.org/show_bug.cgi?id=1164. The upshot is that
/opt/fedora will be explicitly reserved for our use. (This is not yet
official but there does not seem to be any opposition.)
