i am sorty to late
Cisco Packet Tracer is not  free/open source software
but everybody study cisco networking can use it
you need an account at Cisco academy to download it (but can find it easily on the internet)

you don't need   license to use it just downloading it

i will search if  their any  similar software available in the free and open source world
