The question is "what makes these interesting things for a _user_ to
select"?  

Realistically, the fact that "development" stuff is implemented as
groups is a hack.  Really, you want to say "I'm interested in doing
software development" and then get a) a group of development tools and
b) the devel bits for the software you have installed.
