This is not completely true.  In the particular case of FC-6, you had
two options:
 - refrain from participating in the mass rebuild, and your package was
   "automatically" removed
 - put a request in http://fedoraproject.org/wiki/Extras/FC6Status

I agree that going the whole way and doing proper releases would be a
good thing, but we ain't there yet.

But you are not powerless in the current setup.  There are means.  And
direct dialog between package maintainers can go a long way to reach
worthy goals.
