I think a lot of people felt they had to vote for 13 members and voted
for people they were unsure about just to fill the 13 number.
From Mike McGrath's original email tallying the votes:
Total Votes: 730
Total Ballots: 69
This here gcalctool window seems to inform me that 730 votes divided by
69 ballots gives an average of about 10.58 votes per ballot. So I'm not
sure people felt necessarily pressured to vote for 13 candidates.
