Is there any chance that someone with access to the data could apply a Proportional Approval Vote to it? Described here: http://en.wikipedia.org/wiki/Proportional_approval_voting It would be interesting to see how/if the results differ. Also I question the "Vote for no more than 13" limit. Approval voting systems don't usually place a limit.
