If you are not a contributor, you won't have CVS access and so will need
to go through the sign up, get a sponsor etc procedure. I personally
would not like to see that circumvented as it adds in that extra layer
of security.

I don't think anyone is suggesting that the sponsorship process should be circumvented. However, whilst the review process for an existing package should be quick, the sponsorship process is unlikely to be. Taking over an existing package doesn't do much to demonstrate a new contributor's ability as a packager or their understanding of the Extras processes and guidelines. In other words, they may struggle to find a sponsor without going down the regular contributor route.
