Cannot tell, I have no experience with Bugzilla's XML-RPC interface.  Is
it documented somewhere?

For tracking, maybe checking for open bugs having a fixed format bug
summary (eg. "$package: broken upgrade path") and matching
product/component would work sufficiently well.
