IMHO, I've seen many cvs<date>, svn<date>, etc. that it'a when there
isn't a real version numbering (or patches come from svn, cvs, hg,
git, instead of new tarballs).

OK, why not <date><scm><sha1-hash>
The hash lets you identify the git or hg version uniquely.
With cvs or svn there wouldn't be any hash.
