Both. As in the "Better Boot" Feature described it is prefered to shut
down grub output and therefore there will be no grub grafic.
But what if i want the default grub behavior (showing a menu) with a
graphic back?
If you want the graphics back, a more logical place would be a option in
grub.conf and not this theoretical sub package.
