But that's the point. Are we heading towards a situation where ACPI power management would only be feasible for those folks which run Gnome?

g-p-m is obviously intended for GNOME but would work on other desktop enviroments. Underlying framework like hal, dbus etc can be used by any other desktop environment to write their own frontends. a console only policy in plain C is possible too.
