if you're on FESCO or Council, or otherwise representing Fedora project or Redhat co, stop talking out of school about this at all until you get your house in order.
inconsistent drips-n-drabs are doing harm. not least, to own reputations.
it's a shame to see.
"this was our first time ..." rings hollow as an excuse for either initial, or ongoing, mishandling.
15 seconds of search after a modicum of self-awareness results in all sorts of helpful 'prior art'.
take for one example @ Mozilla, their "Consequence Ladder" (The notion of a 'ladder' is that each time we take an action (ban, warning) the individual is made aware of future consequence.):

note the focus on *private* communication and action. at the CoC level.

might be worth some consideration whether or not the standards that are followed apply equitably to those that SET them.
