Does that translate to "LGPL-2.1-only with additional exception"?
No.
It should be:
LGPL-2.1-only WITH $foo
WITH is SPDX operator. And $foo is one of the exception from this list

I.e. the license must be precisely formulated. And has same matching guidelines as matchin license.
And importantly: the whole string must be listed as allowed for Fedora.
Check this example:
Apache-2.0 WITH Swift-exception
is allowed SPDX formula in Fedora. But
Apache-2.0 WITH Bison-exception-2.2
is not allowed because no one reviewed for Fedora.
