There's something like 150 different product queues on b.r.c- 6 are Fedora, and we disabled new issue creation in ~4 RHEL queues.  While not all 140 are active, the majority that are might not be a good fit for the Fedora's mission.  I would also be concerned about putting more load on CPE since they are not today responsible for Bugzilla.
