Joining this discussion late (I plead "FOSDEM"), but I want to chime in on
this -- I do agree, and think that making that better should be a focus.

Not only will this make things better on Fedora Silverblue (and others), but
it also is a way we can expand our reach -- we can bring the benefits of
distro packaging (with, you know, guidelines and policies and transparency
and so on) to people who might be running a different distro underneath.

(And then hopefully coax them over entirely. I mean, if they want. No
pressure.)
