There are exceptions, including but not limited to security updates, which 
is relevant for Lua.

Providing the older soname is not possible with the new code. The way the 
old package worked is that it actually contained both Lua 5.3 and Lua 5.4, 
i.e., two completely different source trees, and the 5.3 sources were 
unmaintained and insecure.
