This was a compatibility hack that was accidentally left enabled:
https://src.fedoraproject.org/rpms/lua/c/519e6ee319c76a598fa09844a11461a091cb0e59?branch=rawhide

which is how it should have been from the beginning.

Apparently, it was missed that some packages still depend on the old version 
though. They need to be rebuilt.
