For Fedora? Yes.
Fedora includes lots of untested (in the formal, TCK sense) software.
It does not include non-FLOSS software (except maybe in very specific
circumstances such as firmware).
I am not talking about FLOSS vs non FLOSS, that's obvious. But bundled libs and properly tested / certified vs dynamic linking and less testing / no certification.
