Drop this part:

  Stopping to run unnecessary package builds on i686 will free up no
  small amount of resources. In particular, stopping to build for i686
  could potentially free up almost half of the existing x86 builder
  resources in koji.

If this effort only applies to some small subset of packages, this
benefit will not be there.

In Detailed Description, you describe status quo, but don't say
_anything_ about the proposal. Prefix the current text by: "Currently, ",
and add a description of the proposal with a phrase like
"only applies to the packages where maintainers see a benefit to
opting out of the i686 builds".
