Older versions of the service file did
not include the Wants= in the package.
PackageKit 1.2.5 included the Wants=
But in any event, there is no After=.

Perhaps there are additional hints in:

   systemctl show -p WantedBy,RequiredBy,After,Before network-online.target

I also suspect i don't understand the
problem well enough to have the correct
clue to help.
