I don't think we would go in this direction. First, our Update Guidelines say that builds which are not intended to become submitted as updates should not be done in koji. Second, there are better ways to do scratch builds, doing them as real builds but then ignoring would be just confusing. Third, to do a real build in koji, the changes need to be pushed to dist-git, and the assumption is that an unrelated build might be triggered at any time by other packagers (mass rebuilds, so-version bumps, etc.), and this would then build that snapshot commit.
