RPM dropped %GNUconfigure back in 2016[1] because the macro had been broken for years, nobody used it, and there was no interest in making Autotools builds always regenerate their scripts in Fedora or openSUSE like other distros do. I think a good chunk of this pain could have been avoided if we always mandated the autotools scripts need to be regenerated like PLD and Debian both do.
