That also seems to be a useful thing to gate on, but from
https://pagure.io/fesco/issue/2343#comment-626780, it doesn't seem
straightforward. So although it seems like it might be easier to implement,
it looks like it actually wouldn't be in practice.

Let's not.. gate implementing gating on implementing other gating?
