Yes, this is what happens.

Qualification: it's what should happen, sans bugs. We do have one known bug, https://bugzilla.redhat.com/show_bug.cgi?id=1863041, but we only know of one affected user, and the NetworkManager developers have figured out know how to fix it. This bug probably doesn't affect most users (at least it works properly for me).
