Sure, but I'm arguing that this isn't correct. Maybe it's to do with how I interpret the phrase: "the primary". To me (so it could be very wrong) "the primary purpose" also implies that the other purposes are "secondary" and that isn't true. So, I would be happier with saying "a primary purpose" instead of "the primary purpose".
