Why?
Why, this needs to be self-hosting? Do we really need texinfo in the core buildroot just because it is BuildRequires of
glibc?
IMO it has sense if you say "self-hosting is the ability to build all the packages on themselves with
`--with=bootstrap`" and then walk over all spec files in the core buildroot and try to utilize the bootstrap macro as
much as possible.
