Modules can be enabled in Koji buildroots using "module_enable" mock config option. But Fedora Koji is not configured that way. "Normal" builds in Koji can also depend on modular packages from non-modular repositories. This can be configured by adding YUM repositories without modlar metadata to Koji tags.
