Yes, good point. This is a longstanding problem. Hopefully making disabled root the default behavior for Fedora Workstation might nudge the systemd developers into fixing it.

Of course, Ubuntu has managed to survive the past year and a half with the same nonfuctional rescue prompt, so I don't think it should block this change.
