Hey Matthew

Snappy can do this today in the master branch. There are a lot of thinned missing and a lot of assumptions are still in place but we are well on our way towards a working Fedora based snapd installation on any host distribution.

The basic vocabulary is there. You can define a base snap for any snap you make. There is no nice out-of-the build system support yet but it will come in a few months.

There is more related stuff in flight that snapd team calls "layouts", that lets developers describe the file system layout of the base snaps as well as for any app snaps.

Combined you should expect a pure or hybryd fedora/suse/Debian/ubuntu system possible. We have had untested fedora base (tongue-in-cheek called fedora core snaps) around but since a lot of the things are not polished or final we didn't publish or publicize this more yet.
