The `package` app is called `fedora-packages` lives at: https://apps.fedoraproject.org/packages/ and is meant to be a place for anyone (contributor and non-contributor) to find information about the packages in Fedora. It is not an admin interface, you cannot login in there. I am most definitively open to rename that link, but I lack a better word.
