Should the missingOK flag just make you able to *install* a package without the package which "may be missing", but not upgrade - say if you have a libary that needs to be upgraded in paralell to an app, and you upgraded the app but not the lib (because of slow packager etc) - then some functionality would suddenly just wanish...
