It was renamed to "Freeze Exception" to better match what we were
actually doing with that tracker bug.

The purpose of the Freeze Exception (formerly NTH) bugs is to mark
issues which are serious but not blockers which generally can't be
fixed through a 0-day release. If a working fix becomes available
during freeze, that fix will be eligible to be pulled into stable as a
special case.
