I think it's much more likely there is a good security update available
but a broken update for some other package which would block doing the
security update in the absence of the skip broken feature.

Skip broken isn't going to have that much effect on not noticing that a
security update is broken. There are other tools for helping with that
when the brokenness is contained within Fedora

burry errors is *wrong* in any case and there is also a world outside "within fedora" and the Fedora repos itself
