While I generally disable deltarpm locally, you need to look at teh whole picture. There are many parts of the world that generally have caps on downloads. Australia is an example of such a country, using deltarpms there can save you a ton of bandwidth that goes against your download cap. now some ISP's run mirrors and if you hit their mirror it doesnt count against your cap. but thats not always a given.
