Not only would "preset" be the appropriate term in the systemd context but I think for other bits you might want to ship in it, too... After all it just contains preset configuation bits in the sense of new "defaults", but not actual user configuration... i.e. it's the preset state before the user started to configure the hell out of it, if you understand what I mean...
