Don't know why.

The Perl 5.18 rebuild was not complete when merged back into Rawhide
prior to the F-20 mass rebuild. Unlike the F-20 mass rebuild, the Perl
5.18 rebuild has ordering requirements, so the packages at the top of
the Perl stack (basically those with the deepest dependency chains) are
still built for Perl 5.16. Petr Pisar is continuing with the Perl 5.18
rebuild in Rawhide proper to resolve this.

OK , Petr Pisar will rebuild the FTBFS in rawhide ?

He's rebuilding the packages that have not yet been built for Perl 5.18. Ones that fail to build for other reasons will have to be addressed by their maintainers.

The 2nd mass rebuild is making a little confusion , now I have some bugs
open with FTBFS because some packages still built for perl 5.16

You'll probably need to close those yourself once the Perl 5.18 builds are done.

Paul.
