latex2html builds OK on the secondary arm koji
(http://arm.koji.fedoraproject.org/koji/packageinfo?packageID=3697), so
it will be different problem

it's not default, koji just selects one builder and there are 3 times
more arm builders than for i686 or x86_64 (48 for arm, 30 shared
between i686 and x86_64), so the chances for selecting arm one are much
higher
