This isn't true anymore.
--nobase doesn't do anything because there is no @base. It was renamed
to @standard, and it's no longer selected by default in kickstart.
Also, the minimal install (GUI or TUI) does %packages \n %end as well,
only @core gets installed. So the result is the same as doing the
kickstart.
