Because Fedora is a better OS than Windows, for example? Really, don't assume that everyone places software freedom as a absolute top priority. Some value getting as many free OSes (or more specifically, as many Fedoras) out there as possible as they're priority, and this clearly goes in that direction. Some believe in making the best product, at the technical level, and competing as if we were a commercial distro, which involves having the nicest User Experience. It's a matter of values, in the end.
