No.  The additional hub is only needed while an arch is secondary.
Once it is PA it is driven from the single koji hub.

Exactly. And if there were two unrelated arches in transition it would mean 2 hubs would be needed. The point here is that a piece of hardware is needed so SA's making the transition will need to ensure this hardware is available.
