there should be no transition of hubs from one location to another.
that is really just silly and wasteful. any transition from secondary
to primary would only ever occur in rawhide only. the existing hub will
need to remain up and working for at least the life of currently
released stable releases. we would add builders into phx, we could add
them to the existing staging koji to do soem testing if desired.  there
would eb a flag day that is a cutover from the arch being secondary to
primary,  but that transition would only be adding the new arches to
rawhide only. we would only be importing the most recent rawhide builds
for the secondary arch, or alternatively we would add the secondary
arch as a external repo and do a mass rebuild to add the secondary
arch. but it would only be a transition for rawhide.

if an arch was to become primary for f18 it would need to complete the
transition before we branch rawhide to f18, if it misses that date it
could only be considered for f19. once we branch we start looking at
alpha, the new arch would debut with Alpha.
