This makes the install bubble equivalent UI to the current selinux avc notices. They pop up (on login) you can either deal with them or not. The reality is Gnome 3 is trying very very hard to remove the swamp that was the notification tray along the top bar. Good or bad, right or wrong, that is clearly one of the design goals. The button in the top panel works directly against that goal. So instead of digging our heels into an implementation that is clearly not aligned with upstream design decisions, lets find something that works and meets the constraints.
