Yes, it's been stalled for a while.  I've taken it up as a responsibility to
get it moving again.  I think that part of it will be changing the deadlines
at which things can and/or need to be done.

Since I've heard a lot of clamour that some features need to be started very
soon after branch (which happened a few days ago), full changes to the
policy will likely not happen until after F18 (but some changes may be
implementable before).
