It's not a packager's job to rehash upstream's changelog.  If people 
want to learn about that they can look at the changelog that's already 
%doc'd into the package or go read upstream's website.  What /is/ the 
packager's job is to show how else the package changes with every 
release - what bugzilla entries it fixes, what patches are backported, 
and so forth.
