I belive eventually rpm will allow ~ for prerelease stuff, but for now
the convention is to do -0 releases. For example 13-0.1.alpha, 13-0.2.beta,
13-0.3.rc1.
(Currently fedora-release is version fedora-release-13-0.3 .)
