Hm. Why not? Since rpm-build requires these packages to be fully
functional I don't see why one couldn't put the dependencies on that
package. It would obsolete the need for a meta package and get rid of a
couple of explicit requirements in a lot of spec files.

rpm -i --aid rpm-build*rpm would then install a fully functional
development system without the need to install extra requirements by
hand.
