Right, the "F12 Beta" is actually what used to be the "Preview Release". So you're just another victim of the release newspeak. IMHO we really need to revert to the previous (F11) terminology for F13, and also reintroduce the old Alpha (because, as useless as it was in practice, it served as a way to get developers into "release mode"; the psychological impact of doing such a release should not be underestimated).
