Or, for a more concrete metaphor... All Americans have the right to vote. But Europeans who just pop in on vacation do not. Likewise, random internet denizens who just show up (even predictably and dedicatedly) and post mailing-list messages should have no special privilege to vote for Fedora's direction and leadership.
