IMHO it's an upstream problem not a Fedora one.

Maybe sometimes upstream are to close to a given conflict to take a
appropriate decision. In such cases, FESCO can use the current policy
but only in this kind of cases. Make that sens?

It's a way of doing, maybe not the only one.
